The Owner-Operator's FMCSA Compliance Checklist: Avoid Fines, Keep Your Authority

FMCSA compliance isn't optional — and it isn't just about avoiding tickets. One missed filing, expired document, or HOS violation can put your operating authority at risk, spike your insurance rates, or sideline your truck entirely.
This checklist is built from 10+ years of hands-on logistics experience. Use it to protect your business, your license, and your livelihood.
Authority & Registration (The Foundation)
USDOT Number
- Required for all commercial vehicles over 10,000 lbs
- Must be displayed on both sides of your truck
- Update MCS-150 biennially (every 2 years)
MC Authority (Operating Authority)
- Required for for-hire interstate carriers
- Must be active and in good standing
- Check status at safer.fmcsa.dot.gov
UCR (Unified Carrier Registration)
- Annual registration required for interstate carriers
- Fees based on fleet size
- Due December 31 each year
IRP & IFTA
- IRP: apportioned registration for multi-state operation
- IFTA: fuel tax reporting for interstate carriers
- Quarterly IFTA returns are mandatory
Driver Qualification Files
Every driver (including owner-operators driving their own truck) needs:
- Valid CDL — Class A, B, or C as required
- Medical Examiner's Certificate — renewed every 24 months (or sooner if conditions apply)
- Driver application — on file even if you're the owner
- Road test certificate — or equivalent CDL waiver
- Annual Motor Vehicle Record (MVR) — pulled every 12 months
- Drug & alcohol testing — pre-employment, random, post-accident, reasonable suspicion
Hours of Service (HOS) & ELD Compliance
ELD Mandate
- Electronic Logging Devices are required for most interstate carriers
- Device must be FMCSA-registered
- Drivers must know how to use it and transfer logs on demand
HOS Limits (Property-Carrying Drivers)
- 11-hour driving limit after 10 consecutive hours off-duty
- 14-hour on-duty window after coming on duty
- 30-minute break after 8 hours of driving
- 70-hour/8-day limit (or 60-hour/7-day) — restart available after 34 consecutive hours off
Record Retention
- ELD records: 6 months
- Driver logs (if applicable): 6 months
- Supporting documents: 6 months
Vehicle Maintenance & Inspection
Pre-Trip & Post-Trip Inspections
- Required daily
- Document defects and repairs
- Driver Vehicle Inspection Reports (DVIRs) must be retained for 3 months
Periodic Inspections
- Annual DOT inspection required
- Must be performed by a qualified inspector
- Sticker or documentation must be in the vehicle
Maintenance Records
- Keep records for every vehicle for 12 months while in service, and 6 months after disposal
Insurance Requirements
Minimum coverage for for-hire carriers:

Also required:
- Cargo insurance (typically $100,000 minimum)
- Physical damage coverage for your equipment
- Bobtail/non-trucking liability if leased to a motor carrier
